Gta v lock framerate

hi so im like 500mb under my limit but I have like 10 fps which is really annoying please help me here are some Screenshots,videos and my 

• 2 Oct 2016 GTA V locked to 60fps despite v-sync turned off etc. more info in post. press shift+enter in gta V and you can disable vsync and fps lock in the menu that pops
